Propaganda:

Since Russia's full-scale invasion of Ukraine on 24 February 2022, he has systematically spread propaganda narratives through YouTube lectures, Instagram videos, and Telegram posts. In March 2022 — just one month after the invasion — he openly glorified Putin at a lecture in Anapa; in August 2022 he framed the war as "Krishna's will"; in September 2022 he published a mobilization call; in October 2022 he personally visited occupied Ukrainian territories, publicly declaring his "inspiration" at what was happening.

General position on the war in Ukraine:

He does not view the war as Russian aggression against Ukraine, but as a "war between East and West" — a spiritual-civilizational confrontation against "Western hedonism." He interprets events as "Krishna's will and plan," denying the aggressive nature of the invasion. He called for mobilization as the fulfillment of a "civic duty." He personally visited occupied Ukrainian cities and publicly declared his "inspiration" at the annexation of Ukrainian lands.

✖ SIGNS OF CRIME

Public support for Russian aggression against Ukraine

Bhakti Rasayana Sagara Swami publicly justified and blessed Russian participation in the war against Ukraine.

  • Mobilization calls: framed participation in the "special military operation" as fulfilling a "civic duty."
  • Justification of aggression: denied the aggressive nature of Russia's actions, presenting them as "Krishna's plan."
  • Glorification of Putin: publicly held up Putin as an example of a person "serving" a higher purpose.
  • Visits to occupied territories: legitimized the annexation through his physical presence and public statements of inspiration.

All of this contradicts the foundational principle of ahimsa (non-violence), which is fundamental to the Gaudiya Vaishnava tradition.

Facilitation or incitement to war crimes

Russia's aggression in Ukraine is classified as an international crime of aggression (Rome Statute, Art. 8 bis), and participation in this war constitutes:

  • a violation of Ukraine's sovereignty;
  • a violation of Article 2 of the UN Charter;
  • possible complicity in crimes against humanity and war crimes, including attacks on civilians, torture, and deportations.

A spiritual leader who calls his followers to go to war becomes complicit in criminal activity both morally and potentially legally.

Nuremberg Principles (Principles VI(a) and VII, 1950): public support for an aggressive war and incitement to participate in it may be classified as complicity in a crime against peace. The use of religious authority for mobilization purposes lends such actions particular social danger.

Spiritual responsibility toward followers

Even setting aside the legal dimension, encouraging followers to participate in armed aggression is deeply immoral from the standpoint of any authentic spiritual tradition.

A guru who inspires his followers to kill others, or justifies their deaths on foreign soil as an "honorable death," forfeits the right to be called a spiritual teacher in the Vaishnava sense.

Manipulation of religion in the interests of an aggressor state

Bhakti Rasayana Sagara Swami, leveraging the authority of a religious leader and access to ISKCON's international audience, transformed the religious structure into an instrument for advancing Kremlin interests.

  • Betrayed the spiritual ideals of the Vaishnava tradition by substituting the principle of non-violence with justification of killing.
  • Compromised the international ISKCON community by associating it with military aggression.
  • Damaged the image of the Gaudiya Vaishnava community worldwide.

Potential violation of Ukrainian law

The actions of Bhakti Rasayana Sagara Swami fall under the following legal norms:

  • Article 436² of the Criminal Code of Ukraine — justification, recognition as lawful, denial of the armed aggression of the Russian Federation against Ukraine, glorification of its participants.
  • Articles 204¹–204² of the Code of Administrative Offences and Article 332² of the Criminal Code of Ukraine — illegal crossing of Ukraine's state border and violation of entry/exit procedures for temporarily occupied territories.
  • Article 20 of the ICCPR — prohibition of war propaganda: the mobilization call (Instagram, September 2022) and the framing of the war as a spiritual-civilizational confrontation constitute war propaganda prohibited by an international treaty binding on Russia as a State Party to the ICCPR.
  • Article 354 of the Criminal Code of the Russian Federation (public calls for launching an aggressive war): the mobilization call published on Instagram in September 2022 formally constitutes an offense under Part 2 of this article as a public call via media. The norm is de facto not applied against war supporters but has not been legally repealed.

The totality of documented actions — public support for aggression, mobilization calls, and visits to occupied territories — provides legal grounds for criminal proceedings in Ukraine. Ukraine is entitled to seek an international investigation into his activities through Interpol or within a future special tribunal on Russia's crimes of aggression against Ukraine.

Conclusion

Ulysses Nilovich Yumangulov (Bhakti Rasayana Sagara Swami) has through his actions:

  • facilitated support for the criminal Russian aggression against Ukraine;
  • betrayed the principles of non-violence and spiritual brotherhood;
  • legitimized the illegal annexation of Ukrainian territories through his physical presence and statements;
  • may be subject to international investigation for supporting war crimes;
  • should be publicly condemned by the religious community, including ISKCON and the Governing Body Commission (GBC).

EXAMPLES OF STATEMENTS

«To go or not to go — that is the question. We also have a certain duty to the country in which we live. And we must act one way or another for its benefit. Civic duty means service in the interests of the country in which we live. Therefore, if our service is required, we must serve our country.»

«This is not a war between Russia and Ukraine. This is a war between East and West. The whole world has split exactly in half. And this is a war of value systems, a war of ideals, a war of cultures. This is the confrontation of asceticism against hedonism and pleasure.»

Saturday program. H.H. Bhakti Rasayana Sagara Swami — Bhagavad-Gita 7.1 (video from 06.08.2022)

Discussion context: Justification of Russian aggression. A question from the audience concerned why ISKCON was not acting against the war. Sagara Swami argued that "Krishna's will stands behind everything."

Timecode: 1:28:26

Question from the audience: a very difficult question about Ukraine. The devotees of Ukraine are divided — some condemn the Russian devotees for inaction. Russia attacked Ukraine and they are suffering, left without homes and money. They accuse us of inaction, of eating, sleeping, singing, as if it does not concern us.

Sagara Swami: Why don't we make efforts to influence the government to stop this war? The question is whether we can influence the government. And the second question: why did this happen? We understand that without the will of the Lord, even a blade of grass does not move.

But nonetheless, we understand that behind everything is the will of Krishna, the plan of Krishna. Society will divide under the influence of Krishna consciousness, just as milk separates into whey and curd under lemon juice — into divine and demonic.

And interestingly, it is Russia and Ukraine that found themselves at the center of these global events. This is not a war between Russia and Ukraine. This is a war between East and West. The whole world has split exactly in half. And this is a war of value systems, a war of ideals, a war of cultures. The confrontation of asceticism against hedonism and pleasure.

But if this is Krishna's will, if this is Krishna's plan — what can anyone do? The entire Western world — the richest, most developed countries in the world — are fighting against Russia. And they openly said: "We want Russia to be destroyed." It is amazing that nothing works. Because hatred is a very bad ally.

So what can we do? Krishna has his own plan. The only thing we can do to help is to pray for everyone to develop Krishna consciousness.

«Let us take Vladimir Vladimirovich Putin. A very vivid individuality. A person who does not walk well-trodden paths. A person who has his own views and his own goals. As Time magazine named him the most influential person on the planet — that is a fact that everyone is forced to acknowledge.»

If a person falls under the influence of society, he becomes a sheep. But if he thinks he is outside society, he simply becomes a marginal — a sheep in anti-society. Without Krishna consciousness it will never be possible to become real people. Therefore true individuality — let us take Vladimir Vladimirovich Putin. A very vivid individuality. A person who does not walk well-trodden paths. You can agree with him, you can disagree. But that this is a vivid individuality — as Time magazine named him the most influential person on the planet — that is a fact that everyone is forced to acknowledge. And especially now (laughs), he has become the center of absolutely all world events. We joke that Vladimir Vladimirovich cured everyone of the pandemic — everyone forgot about the pandemic. (Laughs loudly, the whole hall laughs.) True individuality is based on service, and if this is absolute service — that will be the best example of individuality.

Video from Alchevsk, Telegram channel, October 2022

Discussion context: Video from occupied Alchevsk, published in the official Telegram channel in October 2022 (later deleted). Sagara Swami is present on illegally occupied Ukrainian territory and calmly reports the sound of nearby gunfire.

We are not far from Alchevsk. Visiting devotees. Nearby there is shooting. A rebel region. The material world means that war goes on forever. It is very interesting that since 1945, over the last 77 years, war has not continued for only 26 days. All the rest of the time it has been going on. But of course, when it has come this close, it evokes completely different feelings. It evokes the sense of the reality of the material world. That we are mortal. And the opportunity to remember Krishna. Hare Krishna.

«We are now in eastern Ukraine, which has already become part of the Russian Federation. But nonetheless, the fighting here has not subsided. It is very interesting that people are fighting over land… we are inspired by what is happening.»

Video "We are in the Russian Federation now", Telegram channel, October 2022

Discussion context: Video from Russian-occupied Ukrainian territory. Published in the official Telegram channel in October 2022, later deleted. Sagara Swami openly legitimizes the illegal annexation and states that "we are inspired by what is happening."

Good afternoon, dear friends! Hare Krishna! This is Sagar Swami. We are now in eastern Ukraine, which has already become part of the Russian Federation. But nonetheless, the fighting here has not subsided. It is very interesting that people are fighting over land. It is not clear what they are fighting for, because at the end of life each person will be given a personal plot of land, two by one meter, and we won't be able to take anything else with us. As they say, the last suit has no pockets. But that is how illusory energy acts. People consider land to belong to them and fight for it. Nevertheless, since the "golden age" of Lord Chaitanya Mahaprabhu is now developing, and we understand that what is happening — is happening for the benefit of the entire world. A certain purification is taking place, and after all these events are over, the "golden age" will gain momentum ever more strongly. Therefore we are inspired by what is happening. Thank you very much, Hare Krishna!
